OSHA requires all excavations 5 feet or deeper to be sloped, shored, or shielded (trench box) before workers enter. Type A soil allows a 3/4:1 slope (53°); Type B allows 1:1 (45°); Type C (wet, granular, unstable) requires 1.5:1 (34°) or a trench box. A Competent Person must classify soil and inspect the trench at the start of each shift and after any rain.
OSHA Trench Safety Requirements (29 CFR 1926 Subpart P)
Key requirements that apply on every utility trench job:
- Excavations 5 ft or deeper: always protected (sloped, benched, shored, or shielded) before workers enter
- Excavations 4 ft or deeper: a ladder, staircase, or ramp within 25 ft of any worker
- A Competent Person must classify soil, inspect the trench at the start of each shift, and re-inspect after rain or disturbance
- Spoil piled at least 2 ft back from the trench edge
- No workers in an excavation with accumulating water unless water control and slope protection are in place

Protection Methods
Sloping
Cut walls back to the appropriate angle for the soil type. Requires extra excavation space but no equipment to manage. Best for dry soil in open areas.
Trench Box (Shield)
A steel or aluminum trench box is lowered into the trench. Workers operate inside the box; it is advanced as work progresses. The box shields workers from collapse but does not support the soil walls. Critical: pipe bedding and initial backfill must be placed and compacted as the box advances — pulling the box without backfilling first creates voids that collapse the trench surface and can damage adjacent utilities.
Shoring
Timber, hydraulic, or pneumatic shoring systems support the trench walls. Used on deep utility projects or where clearances prevent using a trench box.
