Effective subcontractor coordination on utility projects requires shared survey control (share the benchmark and control point locations on day one), a defined work sequence that prevents trade conflicts, clear documentation of who is responsible for grade and alignment verification on each phase, and a mechanism for flagging and resolving issues before they become disputes.
Why Utility Project Coordination Is Hard
Utility projects layer multiple trades in a small area: excavation, pipe installation, bedding and compaction, backfill, testing, restoration. Each trade affects the next. An excavation sub who over-cuts the trench depth shifts the pipe grade. A pipe sub who misses a joint creates the testing failure that the lining sub discovers three months later. Without active coordination, each sub does their work in isolation and problems are found at the worst possible time — after the trench is closed.
Sharing Survey Control
The first coordination task on any utility project: establish shared survey control and share it with every sub who needs it. This means:
- A single set of benchmarks and control points that all subs reference
- A control sheet with benchmark IDs, locations, and published elevations distributed to all subs on day one
- A protocol for what happens if a control point is disturbed (who re-establishes it, and from what reference)
- Confirmation that every sub’s grade checker has verified the shared benchmark before starting work
Separate benchmarks used by different subs on the same project lead to grade conflicts at connections. This is a frequent source of costly change orders.
Work Sequencing
Map out the work sequence at the start of the project:
- Set survey control (main contractor or surveyor)
- Excavation sub opens trench to design depth and profile
- Grade check: verify trench bottom before bedding is placed
- Pipe sub places bedding and installs pipe to grade
- Grade check: verify pipe invert before initial backfill
- Backfill sub compacts initial backfill lifts; compaction testing at each lift
- Grade check: verify trench crown elevation before road restoration
- Restoration sub
Define who verifies what at each step and document the verification in Gradelog. When the next trade starts work, the previous trade’s sign-off is in the record.
Documentation and Daily Communication
On multi-sub utility projects, require each sub to:
- File a daily report covering their scope of work, quantities, crew, and equipment
- Photograph their work before and after each phase
- Notify the GC immediately of any conflict, damage, or condition that affects the next trade
- Attend a brief end-of-day coordination call or meeting when sequences are tight
