Moisture content is the weight of water in a soil expressed as a percentage of the dry soil weight. Every soil has an optimum moisture content — determined by the Proctor test — at which it compacts to its highest density; material that is too dry or too wet will fail density no matter how many roller passes it gets. Field crews manage moisture by watering or discing lifts before compaction.
